TS Server down

Mrs. Green i m sorry but i want only connect to ts3 because ts2 was down and ask or find a place where we can talk together if we play.
since 4 month the ts3 builder team says that they implement other codecs for low bandwith but until today they dont do it.
and i was just wondering that Zirco can join it and me not, so i ask whats going on because it could be a fault on my pc.
i m sorry that i stressed up you a bit.
